Voting Question: Rental Management Company/Owner possible negligence?

I live in a rental complex in Thousand Oaks, CA. The water heater leaked in the garage and because there was no drip pan under it it leaked all over the floor and damaged personal property of mine. Also, because there was no caulking of any type where the wall meets the concrete, the water also ran down the wall into a lower level bedroom closet and damaged personal belongings. To me, this was negligence on the owner/management company's part. They are saying it is NOT. I can't afford an attorney to help me with this.
